Preheat your oven to 350°F (175°C). Prepare an 8x8-inch baking pan by greasing it and lining with parchment paper.
In a stand mixer, beat together the room-temperature unsalted butter, granulated sugar, and kosher salt until light and fluffy, about 2 minutes.
Add the large room-temperature egg and vanilla extract. Mix on low speed until just combined.
Gently mix in the all-purpose flour and baking powder until just combined, avoiding overmixing.
Evenly spread the dough into the prepared baking pan and sprinkle with chocolate chips and mini marshmallows.
In a clean mixer bowl, whip the egg whites, brown sugar, and a pinch of salt until shiny peaks form, about 4-5 minutes.
Spread the whipped meringue over the cookie base, covering the chocolate chips and marshmallows completely.
Bake in the preheated oven for 28-30 minutes until the top is golden-brown and starts cracking.
Allow to cool in the pan for at least 1 hour. Lift out using parchment and slice into bars.
